The thing to keep in mind with viruses is that they aren't "created". At least, not how people think. Bombarding cells with radiation doesn't form a virus. Viruses are kind of like all creatures (even though they're technically not alive)
Viruses are millions of years old. They're probably all related just like all living things on earth. Over time they evolve and change, just like living things on earth. But they evolve faster.
If a new virus is created in a lab it's not genetically built. It's created by taking other viruses and forcing them to evolve. Or by altering the genetic sequence of an existing virus.
The thought of radiation (especially non-ionising radiation) creating a virus is so ridiculously bad that it's hilarious.
