Not exactly. Weather manipulation has always been a thing, and it has never secret. The government, scientists and everyone else have always been very public about cloud seeding and their work in attempting weather manipulation. It's just that it has never really been that effective.

They can make it rain if the conditions are right, but it's often a waste of time and money to do that. They can't create hurricanes or anything like that as that would require a massive amount of energy and they would need to change the earth's spin, which would also cause many other problems.

and 2 we were told by the prophet that there will be an army with a black flag using the name of Islam to do evil and spread corruption and when you see this fight against them.
