I think the NRL did announce the cap it was 8.7 mill but they are waiting on some bullshit to finalise it.

Their latest offer was $9.13m which was rejected by the players association. The players haven't come back with a counter offer yet which is why it is being held up.....and played out in the media.

They are already at $9.5m, but the NRL are wanting to include a number of new costs to the cap (not new costs, but costs that don't count to the cap right now like insurance), which apparently left the actual cap space that could be spent on players to $8.3m.
