Fear mainly. Brussels have always had strict fear-based communications power protocols. They don't allow any equipment that requires more than 6v/m. Recently they passed a policy allowing them to increase this from 6v/m to 14.5v/m to allow for 5G. Several ministers voted against this but it was still passed. The Environment Minister (one of the ministers who voted against the increase), put the project on hold citing that 5G antennas don't have radiation detection built in. So Brussels can't install 5G until they install low level radiation detectors all over Brussels. It was a bit fear-based and a bit of a move by a Minister who didn't like people not listening to him.

Brussels will still eventually go to 5G after they've installed sufficient radiation detectors.

4G service is already extremely reliable, great coverage in most areas and also bloody quick. What purpose does anyone actually have for needing 5g?

Apart from streaming HD quality porno.

I think it's a matter of perception. Some people complain that internet speeds in Australia are comparable to some third world countries (which might or might not be true - I don't actually know for sure).

But what I do know for sure is that the internet in this country (generally) is more than sufficient to do be able to do almost anything that anyone could want to do online.

I think it's generally a huge waste of money to spend billions in internet infrastructure that may have negligible benefits for the country as a whole.
