There are behaviours that can happen in schools that do not fall under the crimes act (therefore no Police, not illegal), but would be considered a breach of other codes, and could fall under the purview of FaCS or OCG (and up until last year, the Ombudsman I think). IF Okonbur did what some are saying he did, he could be in breach of something there.

People have lost a lot, including careers and families, without having violating the Crimes Act.
