Teddy was not the best fullback in the world when he signed with the Roosters. He had played a total of 1 Origin game by then. Slater and RTS were way ahead of him.
RTS has been inconsistent and generally average since he left the roosters in 2015.
Tedesco went ahead of him before even leaving the Tigers.
Keary was not an 'average' first grader - he played in the premiership winning team in 2014. He wasn't the worlds best player, but Uncle Nicks money made sure he was mentored by Cronk for a year.
As for Slater, in 2018 he had a great year but you have to consider the two teams they were both playing for. Slater playing in the Storm team versus Tedesco pushing up hill in a shithouse Tigers team.
Everyone knew Tedesco was well on his way.
The point is the Roosters success is the direct result of a recruitment strategy where they go after established players and then reap the rewards.
Meanwhile teams like the tigers are constantly held back because they can't offer the third party deals the Roosters can or the access to 'life after footy' AKA payments which conveniently avoid the salary cap.
