The NRL can't test them. On foxsport they were saying it's in their contracts that they can't be tested by the NRL in the off season because the Rugby League Players Association complained. Don't know if that include WADA etc

I'm with you, I'm not sure where this "can't be tested out of season" is coming from.

Cronulla Sharks star Bronson Xerri has been provisionally suspended from the NRL and is being investigated by the Australian Sports Anti-Doping Authority.

The NRL revealed Xerri failed a drug test in November 2019 and is facing a multi-year ban.

Last time I checked November is off season, have the NRL changed the contracts since 2019? Even those signed before the change would have had to be changed afterwards.
