I think the devil is in the detail with Gus. If we haven’t made an offer, and Leniu hasn’t accepted/declined an offer, then it’s probably a case of we’ve discussed what we’d be willing to offer ‘unofficially’ and Leniu’s management has discussed what it would take to land him ‘unofficially’. So Gus would be correct in his statement. Only Gus and a select few know, but I reckon his response is ‘unofficially’ correct.

My guess is Leniu is still talking to Penrith but knows Gus is interested in talking if things don't work out. I'd like to think Gus is getting more confident about the blokes we've already got, so Leniu might be more of a maybe than a must have. I'd still like him at the Dogs.
