I think its when the Cowboys players kept the ball in the scrum so the Souths defenders breakoff early and are then offside, so its a penalty, but you cant kick or goal off it.

I dont understand it completely either! Its probably one of those rules that has been around for years, but seeing scrums are'nt really scrums anymore, its irrelevant and can only really be used when teams want a penalty. It should be scrapped.

From Wiki:
There is also a differential penalty, awarded for technical breaches when a scrum is packed (as opposed to foul play within a scrum). A penalty goal cannot be scored from a differential penalty.

'Steve Mortimer' on here may be able to add more seeing he's a ref in QLD.

I don't know all the technicalities of the penalty but when you are awarded a penalty from a scrum you cannot kick a penalty goal from it even if you are in range of the goal posts, the penalty tonight was from Souths being off side when the ball came out of the scrum, so even if the penalty is awarded for players not even in the scrum it is still classified as a differential penalty and no attempt at goal can be taken.

a penalty from the scrum usually is a deferential penalty unless there is off side play. u can only take the tap. u can not kick for touch or goal

whats written in here is pretty much right.

it was given as a technical penalty against them because of the ball being held in the scrum. these 'gamesmanship' style penalties are generally given as differential. time wasting is another example of a differential penalty.
