Klemmer is on an NRL registered contract that has 2 years to run. Hence to change clubs both sides of that contract need to agree on the terms of that change. Otherwise he sees out his contract and there is no change in the contract necessary. We (as in Bulldogs) could offer to either increase his payments and/or extend his contract. A "lifetime" contract, such as what DCE has with Manly and Burgess with Souths might be attractive. Keeping in mind that DCE renigged on a contract with the Titans worth more in the short term to stick with Manly.
Or we could demand something from Newcastle (or whoever it really is chasing him) that we want/need more than Klemmer, money, players etc.
Klemmer strikes me as being very Bulldogs loyal, this is his manager doing his job and trying to get more money for his client, plus of course make some commission for himself. Ultimately Moses won't care were the money comers from, Bulldogs or someone else. I suspect that Klemmer has "gone on holidays" to let his manager handle what he doesn't want to handle himself. Maybe he's avoiding facing up to his team mates and coach because his loyalty might just make him decide to stay.
The bottom line, the ball is in the Bulldogs court, we literally have to do nothing, we can simply enforce the contract and it's game over. My tactic would be to wait until Klemmer is back, insist that he must be fully involved in any meetings and them look him in the eye and see if a deal can be worked out.
