Canterbury Leagues Club has received the government's go-ahead for a $100 million project to transform its premises at Belmore into a six-star hotel and create new revenue streams that should guarantee the financial security and strength of the Bulldogs.

Ironically, the state government's Joint Regional Planning Panel granted its permission to Canterbury on Wednesday, the same day an independent planning authority rejected the proposal for a high-rise building on the old Balmain Tigers site at Rozelle because it deemed the traffic and transport issues were so "unresolvable" it was not in the public interest.

Canterbury will now start the tender process for the ambitious project. It is understood the redevelopment will involve:

Changing the club's current L-shaped structure into a "U";
Constructing a new wing, which would include a six-star hotel, the only such hotel in the city's south-west;
Refurbishment of existing facilities;
Allocating $20 million to dig for five underground levels to accommodate 400 new car spaces;
Building a 1000-seat function/conference centre.
Insiders say Canterbury's ultimate aim was to follow the plan of Rozelle Village Pty Ltd – the property developer that bought the Balmain site in 2009 for $1 in exchange for absorbing the club's $23.5 million debt – and construct twin towers that would consist of up to 400 residential apartments, many of which would offer sweeping views of Sydney's skyline.

The development is expected to consist of three stages. Stage one is the car park, where the cost of each space is calculated at $20,000. The refurbishment of the Leagues Club amenities and construction of the conference/function centre is identified as the second phase, and the final stage will be the hotel complex.

The club board, which includes former Bulldogs greats George Peponis (chairman) and Steve Mortimer, has long prided itself on honouring the 1956 charter – to serve the local rugby league and to contribute to the Canterbury Bankstown community.

Peponis could not be contacted for comment on Thursday.

Details of the master-plan were discussed at the club's annual meeting last month but were kept off the radar until the government gave the green light.

Canterbury Leagues Club was formed in 1956 and operated out of an old Salvation Army Hall. It relocated to Bridge Street in 1960 and quickly became a veritable gold mine because of its poker machines and entertainment. In the 1990s, it was regarded as one of the nation's most progressive clubs, and it has invested millions of dollars over the past 14 years to build on that reputation.

In 2000, the club spent $36 million to redevelop the venue, and it is regarded as a badge of honour by the board that the debt was fully paid off 12 years later.

This will be interesting, considering Australia does not officially have a 6 star rating.

Instead hotels that offer or head towards 6 stars are referred to as 5 star luxury upscale.

Not really the right area for a 5 star hotel either. I mean, why would people stay at Belmore/Bankstown?

I'm all for bringing more money into the club though.

Oh and LOL re Tigers development being knocked back.

I agree Mr I, why would people stay at Belmore/Bankstown? Purely from a business stance and or holiday makers. I'm all for redeveloping the club but I'd rather see our club take a strangle hold on the inner west and expand our territories.

Would you rather spend the money they make on the club, or give it to the taxation department to piss up against the wall? Great news for the club and for the Bulldog brand.

I'd rather they spend money on the club that gives them a good return on investment. How is a 6 star hotel in bankstown going to make any money?

Developers have known to blow themselves up...and this sounds like one of their stupid ideas. If this gets finished, you'll be stuck with vacancies up the shitter, meanwhile you'll be blowing money on maintaining the thing. Its going to be nothing but a money sink.

1000 seat conference centre? once again, if you're a big corporate why would you have a conference in bankstown? wouldnt you rather be in the CBD?

The thing that would work are the resi towers but everything else kinda stinks of property developers being idiots. And who knows how much debt we're taking on for this project... which adds to the extra bit of risk with the empty hotel rooms.

Have you seen the rubbish on merideth street on any given day in bankstown.pickers and hoarders dream . People will be lining up for plush accommodation , after a hard day of going thru rubbish

Hopefully they classed it as a hotel so they can build it bigger/taller, but in reality most of the rooms will be sold off privately.

It is perplexing why the need for a hotel in belmore. It is not that much of a tourist destination, the gambling is more or less just poker machines (wouldn't appeal to international gamblers) so why the need for a hotel let alone a super luxury one is beyond me.

Hopefully the board knows more then us and it will be profitable for the club and then in the long term makes the football club more financially secure.

The hotel was mentioned back in 2000 so it is not a spur of the moment thing. Also they have mentioned cinemas, bowling alleys and the rest in the past...

Maybe it is a ploy to run at a loss to limit the revenue from the pokies being lost to taxes.....

If you knew anything about business you would know that once your development is approved you can apply for changes. Do you really think they would blow 100million on a hotel in Belmore. It could turn into a retirement village. Just keep on selling the same real estate every 10 to 15 years. There are many options.

Yeh we have another 6 star hotel in oz. Up near where i am living. Its called Versace Gold Coast. Its officially a 6 star hotel.
