I think it's to hit the mass. Reducing the risk of hitting someone else incase they miss the target like an arm or a leg for instance.I have always wondered, and i know you see it in the movies, but why don't cops shoot someone in the leg?
NSW police policy is if you are in a situation you have to pull your gun, you shoot to kill.He could still move toward if shot in the leg. Can't possibly take the chance. It's not like we see on tv and the movies hey.

You're right about the training part though. They are trained to deal with these things. And from what I understand (again, not a police officer) police are trained to aim for the chest and that's what she did.

No amount of training will increase the chances of succesfully shooting a leg under pressure and it stopping the target before a knife is in your neck.
