The clubs respond to the way the game is administered. At current there is no sufficient reason for a given club not to try to make up ground with hail mary plays. There is nothing stopping the NRL going to two divisions with promotion and relegation, 10 or 12 teams a division. Poorly run clubs then stand to lose something, this would change the way clubs are run quick smart. There is also too big a divide between different clubs as to how much value they can extract from the salary cap. Far from making the comp even it makes it less even, first rule to go should be the one forcing clubs to spend 95% of their cap, which has resulted in clubs ending up with fringe first graders on overs.
Yes, the clubs have responsibility, but the buck stops with the NRL.
