These acts should not have got to first base in the first place.

An isolated incident ok mistakes/over reach happen...but when it does, superiors need to know and jump on it to ensure military authority.

This was left to continue on and build to an alarming degree with apparent total autonomy by those "rogue" patrol commanders and corporals and that lax attitude apparently facilitated acts of war crimes.
