train and trial vs development squad

Does anyone know is there a difference between the train and trial boys and the development squad?
Also how many are you allowed in each?
So far I have Ambrosyev, stuckey, cook and mavoni all in the train and trial .... or is that the development squad!

Cook is a top 30 member

Development mi 60k year are part of the NRL set up and can play prior the round 10 only with exemptions.

Train and trails normally only get 10k but I know Lachlan Burr last at the dogs he was one the higher paid player in NSW Cup 40k a year.
