But in the older hilux models if you timed the revs right, you can shift gears without using the clutch!

Depends on the vehicle and gear ratio I suppose? I used to drive a 92 hilux, most of the time with no load in the tray.
I miss driving manual vehicles, I hardly used my brakes and got a shedload more km's out of a full tank!
I recall them attempting to reintroduce that law back in 2012 - or start re-enforcing it. It last about a couple of months then people stopped doing it. It's bullshit... you shouldn't have to indicate left when exiting a roundabout.
