That's the joke. Look closer. Even if those gaps didn't exist, every pipe is capped. Due to the gaps, 2 or 3 could fill up depending on the flow speed (flowing down outside the pipes). Without the gaps then its 1 or 7 when the whole thing fills up and it flows back out the top.

I didn't see the cap on 6. Was just looking higher. So yeah probably between 2 or 3. Most likely 3 as liquid will cling to a surface more often than not as long as it's following gravities instructions as well.
