Should the refs be allowed to change their decisions?

We have already seen it happen a few times, a referee award a penalty then want out.
Should he be allowed to stop time and go upstairs for a quick second opinion then over rule his first decision and give the penalty to the rightful side?
No we don't want a 30 second stuff about, this needs to be done quick.

Only if the players are allowed to come back and redo a play if they stuff it up the first time.

just implement the coach/captain challenge thing, 2 times a half tbh

No, once they make a call it should stay, if it's wrong it just shows their incompetence.
