Runner can’t not make contact with inside shoulder of defender trying to defend
Defender has to have a chance of defending without being impacted by decoy runner
Never passed one of those on the list

As Graeme Hughes said yesterday on Talkin Sport, would the ref and bunker made the same call if that game was at Belmore?
There's unconscious bias and maybe a bit of a square up entered the mind of the video ref after he made the call on Kikau tackle/strip.
To my mind the Kikau tackle/strip wax a 50/50 call. The Johnson no try was a clear obstruction.
What Gould thinks on this is irrelevent. He's been blowing up against the obstruction rule for 10 years. He has no credibility on this.
That call cost us the game and would of saved Flanno from the usual pile on he cops after every loss.
