Paps was unlucky that Edwards got handed NSW fullback this year. If tedesco was NSW fullback while paps was fit, it would have been papenhuyzen in NSW and kangaroos fullback. He's better all around. Just unlucky with timing.

Potentially, if paps comes out of the box well again this year and the new coach isn't as sold on the Penrith method, then paps may get the shirt.
