Stupid rule, kickers are already punished enough, also if you drop to ground he'd get a penalty for being pushed out...

What was that rule with parra having his foot out while picking ball up? I know on the full it's out but when it bounces how is it a Parramatta ball.
It's a strange rule, because if he picks it up and runs a metre and puts a foot out, it's our ball. But that's what it is.. somehow him touching it with a foot out makes the kick out.

Out of curiosity, would the ruling be the same if it was the dead ball line and a kick off...

Yes, if you have a foot planted on the dead ball line or over it and you catch the kickoff on the full it'd be a penalty back on halfway. If your foot is raised and you catch it on the full but then step down onto dead ball line or over it it'd be a drop-out.

I thought they got rid of that rule ages ago after David Peachey used to do that in the in-goal?

Typical NRL one of the stupidest rules ever brought in, the ball was clearly in the field of play Gutherson goes into touch then touches the ball? whoever thought this was a good idea should never be allowed near a decision ever again!
Rules have been fiddled with far too much over the years. The 7 tackle set for example. This rule was initially brought in when kickers particularly “Milkman” Soward would deliberately kick the ball dead in general play to take Slater’s kick return metres right out of the game.

Then it also became a 7 tackle set when a player comes close to scoring a try but either knocks on in the in goal, or grounds the ball on either of the dead ball or touch in goal lines.

I‘ ve said for a a while there needs to be some changes to the ARLC. Too many business people (well meaning no doubt). However it would make sense to have an ex referee as part of the ARLC as well as an ex coach and perhaps an ex club CEO. I.E. People who have actually been involved in the game at NRL level and consequently have a better understanding of how the game is played.

As for what Gutherson did that has been in the rule book for ages. Certainly as far back as the 1990’s when I retired from refereeing Junior League.

It doesnt matter how long its been its just a stupid rule you kick a good kick and get penalised by the opposition going into touch?

They did. You can't do it on the dead ball line in the same way.

So on the full:
- sideline: yes
- dead ball line: yes

On a bouncing/rolling ball:
- sideline: yes
- dead ball line: no (used to be yes but got changed ~20 years ago)

So the theory is, if I as a player am out and the ball touches me, then the ball is out too.

I think the only issue is, it must be a moving ball. If the ball stops rolling and then you touch it whilst out, then you've taken it out and it'll be the kicking teams ball.

First time ive seen that in a game and ive watched a lot of footy, thought it was a new rule. Im guessing if it is a 40/20 still the same out come ?

Yes it would be ruled as though the ball has found touch. So it would be a 40/20.

I don't know why more winger's and side line players from kick offs/drop outs don't do it more often to be honest.

In fact, all wingers and sideline standing players should make it easier by standing out a couple of metres when the opposition kicks, leap into the feild of play and all they have to to is make contact with the ball before it hits the ground..... simple
