PENRITH have written a scathing letter calling for the Sydney Roosters to be kicked out of the league they helped start 101 years ago.

Panthers chairman Barry Walsh says if the inner-city club did not want to take part in the SG Ball and Harold Matthews junior competitions it should no longer be affiliated with the NSW Rugby League.

He has also called for the National Rugby League to investigate the Roosters, alleging they have effectively handed over the eastern suburbs to Australian football.

In a 740-word missive, obtained by The Daily Telegraph, Walsh wrote: "We believe there is a need for the National Rugby League to seriously consider whether or not Eastern Suburbs meets the criteria of the other districts.

"And, further, that there is a need for the NSWRL to seriously consider their affiliation and future involvement with the (club)."

The Roosters announced two months ago they would not enter teams in the under-16 and under-18 competitions, although it's expected they will now form a joint venture with Newtown in the 18s.

It is understood Sydney Roosters recruitment manager Peter O'Sullivan has since been raiding Penrith juniors heavily.

Walsh continued: "We believe the decision is virtually handing over the Eastern Suburbs junior league district to Australian rules, who must be delighted with the outcome.

"We would suggest they have not weighed up the damage their decision will do to the development of the game and their district and throughout rugby league."

New Roosters chief executive Steve Noyce said: "As things stand, we will be working with Newtown in entering an SG Ball team while the Roosters junior league will field a team in under-16s. So there will be opportunities for kids."

Walsh said most clubs expected the Roosters to poach their talent and called for the leagues to act to prevent this.

"If Eastern Suburbs is to be allowed to continue in rugby league without having a Harold Matthews and SG Ball team and allowed to contact talented players from other district representative teams, there needs to be a complete re-think and significant increase in development fees," he said in the letter.

The complaint renews hostilities between two clubs with a rocky relationship. Star Brad Fittler and coach Phil Gould were poached by the Roosters, and the Panthers once photographed crowds at the Sydney Football Stadium to prove the foundation club was fudging figures.

Walsh declined to expand on the points made in the letter.

At an October 29 meeting of the Panthers board of directors, it was resolved that I contact you and register a strong objection on behalf of this club in regard to the decision by Eastern Suburbs club not to nominate an SG Ball or Harold Matthews team for the 2009 season.

The Harold Matthews and SG Ball competitions have significant profile and status in sport and would have to be the strongest and most competitive rugby league competitions anywhere in the rugby league world. There has always been considerable prestige not only in winning any of these competitions but also by competing and being involved.

The quality of those competitions, which has taken many, many years to develop, and the significant benefit they have towards the development of quality players is without doubt the envy of all other codes.

The decision by Eastern Suburbs, and any reinforcement of that decision, may trigger a series of other decisions that could be the start of the decline of those competitions and ultimately see them collapse and be discontinued. If this happens, there would be significant ramifications for rugby league and will provide a significant boost for other codes – particularly at this time when rugby league is being seriously challenged by Australian Rules.

We believe the decision is virtually handing over the Eastern Suburbs junior league district to Australian rules, who must be delighted with the outcome. For a rugby league district and club steeped in the history of rugby league, as Eastern Suburbs is, to make such a decision is not only surprising and disappointing but suggests there were significant factors that influenced their decision-makers – one of them, obviously, being a financial one.

If that is the case, surely Eastern Suburbs isn’t of the opinion that they are the only club under financial strain because I’m sure all other NRL clubs would have something to say about that. It is reported the club made the decision mainly with the intent to reduce expenditure of many thousands of dollars.

However, if that is the case we would suggest they have not weighed up the damage their decision will do to the development of the game and their district and throughout rugby league.

It is rumoured Eastern Suburbs will use the expenditure save by increasing their player-scouting activities, resulting in contracting players from other districts – something we all know they’ve been doing for many years, and that there is a need for them to look outside their district for talented players.

The decision by Eastern Suburbs to withdrawal from the Harold Matthews and SG Ball competitions should not be encouraged by the league and the welfare of other clubs’ development and talented-players programmes should be protected by significant increases in development fees or some other strategy.

We remind the league what occurred in 2002 when Eastern Suburbs reportedly spent over a million dollars putting together a Jersey Flegg side comprising players from all districts with five of those players juniors developed in the Penrith District. The Panthers lost those players because they were unable to match the huge and out-of-proportion offers made by Eastern Suburbs. This situation happened in other districts as well as Penrith.

If Eastern Suburbs is to be allowed to continue in rugby league without having a Harold Matthews and and SG Ball team and allowed to contact talented players from other district representative teams, there needs to be a complete re-think and significant increase in development fees to protect the financial outlay and development initiatives and activity operating in other districts.


It had always been a requirement under the NSWRL charter for all clubs who fielded a Jersey Flegg team to also have Harold Matthews and SG Ball teams. It seems with the move of the Jersey Flegg to the National Rugby League competition, Eastern Suburbs have taken advantage of that situation by not nominating in the Harold Matthews and SG Ball. NSW is asked to maintain the current criteria requiring NSW clubs to have a Harold Matthews and SG Ball teams.

We believe there is a need for the National Rugby League to seriously consider whether or not Eastern Suburbs meets the criteria of the other districts and, further, that there is a need for the NSWRL to seriously consider their (Eastern Suburbs) affiliation and future involvement with the NSWRL.

The NRL needs to give clubs some kickback for developing players, that is what keeps the comp going...
No development, no junior leagues = no NRL

Politis has the NRL in his pockets that is what has allowed the Roosters to do as they wish and raid everyone elses talent pool

it would be rather crazy to kick a club out on that just alone... There needs to be a program put in place where they encourage juniors but obviously they dont care

NRL needs the Roosters.

No one hates the Dogs anymore... they will when they play good footy though.

top 4 team that got analed by warriors.. when they were leading 13-0 halftime.. not to mention by the broncos too :whacky:

Ridiculous. No i don't think they should be kicked out of the comp BUT it just seems a bit unfair. THEY don't have to spend money on junior development, THEY don't have local opportunities for the boys of their area, and yet they go and sap off the hard work and development of others teams.

I just don't understand how this works :o
What teams do the irregular players play for when not being used in first grade? Do they still stay in local small club teams?!

Newcastle Souths and Manly are apparantly trying to get the Roosters moved to the coast
