That’s correct. But ignoring Crittas complaint should see Sutton held accountable by the NRL big shots. He should have called the touch judge in as a witness and investigated the complaint on field. As I said in an earlier post there is a potential legal loophole for a lawyer to say that due process of handling the complaint has not been followed.

Kyle Flanagan has been referred straight to the judiciary after Bulldogs captain Stephen Crichton accused the Dragons five-eighth of biting him during their side’s clash on Saturday night.

The alleged incident went undetected during the game but Crichton made an official complaint at full-time and Fox League dug up the vision.
Flanagan will now face the judiciary on Tuesday night over the incident.

My recollection is that it went "On Report" and was dealt with by the judiciary later.

The one incident like this I was involved in when reffing junior league was submitted in my after match report As per due process.

The player pleaded his innocence to me and my touchie, even though it looked like a bite mark.

He got 8 weeks.

Very difficult to prove innocence when fronting the judiciary, particularly if there are ex players on the panel.

What Sutton did wrong was not follow the correct procedure when Critta tried to complain.
