Depends on how we want to play. Though CC would need to use the rotation better to get the best out of Reed. Given this offseason is about getting much fitter to compete, he might want to ensure he have depth and give players spells throughout the season to ensure they are right to get through the whole season. Also bringing guys who have some experience in, which gives any rookies coming through someone to beat out, ala Preston this season set a good bar to getting into the team.
That's just the salary cap. He costs that bit too much for better sides to have. While a side like us can afford him at the moment. He knows his role in the side which is bench player.
