That sounds constitutionally pretty silly that he couldnt visit before his dad...but who knows....there's lots of silly rules. Did we pay for the Spanish Queen to visit? I guess so? And the British Govt ministers who were here? Probably all part of the budgetted expense of the thing? Apparently it was the first WC to make a slight profit and not a loss.
