Unless we want Ben Hunt (and why wouldn't he stay at Dragons or go to QLD, sort of same deal with Munster, except Storm lowballing him) we're going to have to manufacture a halfback (or a five-eighth hybrid). I think it could come down to who his 1,7 and 9 partners are. Right now it looks like Issako, Ray Stone and some unknown half for the Dolphins.
