Funnily enough Wuhan was also hosting a world athletics championships for police/emergency workers in Sep or Oct. I remember reading French athletes came home sick and based on the symptoms were retrospectively told by doctors they almost certainly had covid.

They locked down Wuhan but allowed people to fly out all over the World. Why?

No doubt for me it was deliberate by the CCP. A tool to weaken the West and something to solve 'domestic needs'.

They were losing a trade war and the world was beginning to turn on them, so without firing a bullet they have managed to weaken the west and throw the world into chaos.

Also they don't have the resources to feed their population which is probably the no.1 requirement of any communist government. So aside from all the expansionist stuff, what better way to cull an aging population, especially now that the one child rule has changed. History shows that morally the CCP doesn't really care about their people, they just want total control and for them to be 'good citizens'.
