Imagine trying to even the comp with a salary cap, but turn around and hold a Club to factor all payments to the salary cap for a player who won't play a single game for the entire season. Dumb and Dumber comes to mind.

The Bulldogs have formally applied to the NRL for an urgent salary cap resolution surrounding young gun Karl Oloapu, who faces an uncertain future as he recovers from delicate neck surgery.

In a situation which almost mirrors that of St George Illawarra fullback Cody Ramsey, who is also battling to return to the field after a debilitating illness, the Bulldogs have lodged an appeal with the NRL for possible cap dispensation.

Hailed as one of the hottest young prospects in the game - triggering the Bulldogs to pay the Broncos a $500,000 transfer fee to bring him to Sydney - Oloapu won’t play in 2024 after undergoing surgery late last year.

The 19-year-old remains in the Bulldogs’ top 30 squad and is owed more than $1 million over the rest of his deal, which is not due to expire until the end of 2026.

The club want to give Oloapu hope of returning to the field one day, but sources familiar with the situation not authorised to speak publicly warned various medical opinions last year recommended the teenager not to risk the possibility of a catastrophic injury.

The application to the NRL, which has been sent recently, is not for a medical retirement given Oloapu is so young, but to give the Bulldogs clarity over how his salary should be treated.

Canterbury officials have stressed to Oloapu their primary concern is his wellbeing and want to give him as long as possible for his condition to improve.

He has still had a presence around the club’s Belmore base and coach Cameron Ciraldo has used the time since his surgery to help Oloapu broaden his knowledge of the game.

The NRL gave St George Illawarra approval to hand Ramsey a contract extension until the end of 2025 while splitting the rest of the money owed to him this year across 24 months.

Ramsey was removed from the club’s top 30 roster and the Dragons will pay him out of their own coffers. If he does manage to return to the NRL, the Dragons will have to make a roster spot available and include his salary under the cap.


Oloapu played through the pain of a bulging disc in his neck for the majority of the 2023 season, highlighted by his NRL debut against the Dragons in Wollongong.

He played seven matches in the top grade, but his world was turned upside down shortly after being named in the Samoan squad for the Pacific Championships when doctors feared he was at risk of a catastrophic injury if he played on with the neck problem.

On the urging of former Roosters legend Anthony Minichiello, Oloapu went under the knife of one of Australia’s leading neurosurgeons. He has now started light running at the Bulldogs while undertaking other non-rugby league related pursuits to keep his mind active.

His agent Matt Adamson said Oloapu has a desire to lace up the boots again in 2025 if his recovery is successful.

Speaking before Oloapu’s surgery last year, Bulldogs general manager Phil Gould said: “I think he’s very, very lucky that something catastrophic didn’t happen with a condition that he’s got.”

The Bulldogs have been the most active club in the player market over the last six months and viewed Oloapu as a major part of their future when recruiting him from Queensland
