Banner creating programs

What banner creating programs do people use here?

um there's not really a program that creates banners?
i use a combination of photoshop 7 and corel animation shop to create my banners.

I have Photoshop CS on my PC and do use it on occasion, but I specialize in Macromedia Fireworks.
