Just looking at his career he made his debut for Souths in 2019 at the age of 23 which seems a little late and then he only played 2 games. So most of those highlights are from playing in the NSW cup or below. He then signed with the Sharks in 2020 and then only played 60 odd games in 4 years. So he has never secured a permanent top grade position.
He obviously had Reynolds and Walker in his way at Souths and then Johnson, Townsend and Hynes to contend with. His verseatility may have also meant he played utility or didn't make the first team.
But looking at his NSW cup appearences in 2020 for example when he was still known as a half it looks like he had pretty good stats as a half.

So maybe circumstances just havn't allowed Tracy to consolidate the halfback position. He has never been allowed to hold down half or any position for that matter as a regular first grader.
By the looks of it halfback is Tracy's best position. We know that our utility signings have expressed the desire to establish themselves in their favoured position in the top grade. I would say if Tracy ever gets the chance at half he will be hoping to keep that position so will give it his best. But so will Hutch and Sexton so its going to be a great competition for halfback which is a big difference to how we lacked much competition for that position in the past.
