Can the 6 again be challenged? Seems to me like a way for the ref to rort a team without scrutiny... can just call 6 more whenever they want and there’s no time to check it out or replay..

That is pretty much the way it is. They are the soft penalties that refs have not acted on over the last few years and an excuse for them to penalise sides without blowing the pea out of the whistle.
