Just looked into this a bit more and I have a real problem with it.

a) How did the media even know they were there?
b) Looking at the angle of the photo that Elliott is on, there is only one outside section: https://goo.gl/maps/EHP5Yt8XTmL2 Even right back and far away, it's unlikely you'd get that angle unless you were elevated about the same level as that second story, AND with a decent telephoto zoom. There's no access to the bridge on that side, meaning they'd probably have to be standing on a car, or scissor lift.

In other words this was premedidated by the media, in hope of catching someone out.
