TOM Waterhouse likes to talk about what he is not. He wasn't born to be a footballer, he wasn't born to win a golf major and he'll never wear the baggy green, according to his well-worn TV commercials.

But a Senate committee now wants to know what Waterhouse is. Is he a bookmaker or a commentator?

The gambling reform committee is considering claims that sports fans are having live odds ''rammed down their throats'', as one senator, Nick Xenophon put it, and whether commentators should be allowed to spruik for gambling companies at all.

There is growing concern that the on-air discussion of odds by pundits like Waterhouse is ''normalising'' the relationship between live sport and gambling.

Rugby League legend Andrew Johns recently told radio station Triple M that his young son talks about football teams in terms of what odds they are to win.

The gambling reform committee, which is due to meet in Canberra on Tuesday afternoon, has asked the National Rugby League to appear when its hearings move to Sydney next week.

Committee chairman Andrew Wilkie said the NRL had agreed to appear but the NRL did not return calls.

Members of the committee told Fairfax Media the cross deal between the NRL, Channel Nine and Waterhouse would be explored.

The 30-year-old reportedly inked a deal worth $50 million over five years to become the NRL's gambling partner from season 2013 onwards. He cut a side deal with Channel Nine, worth $15 million, for exclusive access to the live coverage of rugby league and appearances on the NRL and AFL footy shows.

Mr Xenophon said: ''Tom Waterhouse has pushed the envelope to the extent that it has now got to the point that it's out of control and there needs to be a legislative response.''

He has called on the Commonwealth to step in to outlaw gambling coverage on ''G-rated'' sports coverage consumed by children, saying state-based regulation was insufficient, as was an attempt by sports to implement a code of conduct.

Malcolm Speed, executive director of the Coalition of Major Professional and Participation Sports, which represents the NRL, AFL, the Australian Rugby Union and Cricket Australia among others, told the committee when it met in Melbourne recently that steps had been taken to pare back the saturation of gambling in live sports coverage.

A new code of conduct, yet to be ratified by the Australian Communications and Media Authority, requires that ''commentators'' do not promote live odds, there no promotion to children and no promotion of live odds during play - although it is acceptable to plug changing odds during breaks in play like half-time.

Opponents question whether Waterhouse fits the definition of commentator or specialist gambling representatives. In the first weeks of the season, he has been commenting directly on the game.

On Friday Nine used head commentator Ray Warren and Phil Gould in a panel discussion with Waterhouse on the next day's races. Nine had not responded to questions at 1.30pm.

Christopher Hunt, from the gambling treatment clinic at the University of Sydney, said the advertising of odds links gambling to ''notions of winning and excitement''. ''The constant promotion of wagering odds during sporting matches, both support the development and maintenance of problem gambling,'' he said.

Mr Wilkie said: ''Speaking as Andrew Wilkie the Member of Parliament, I can tell you there is very serious concern in the community about gambling advertising, particularly in TV sports coverage when children are watching.''

2 rounds i will never gamble with tom waterhouse ever in my whole life he has put me off with the amount of air time he gets

also after friday nighst game they were discussing horse racing odds for saturdays races its an absolute disgrace channel 9 and the nrl have let this happen

I have to agree here, I thought Munsie was bad enough with his half time wrap last year, it's now gone to a whole other level.

I'm inclined to agree that the amount of talk from Tom Waterhouse re: live betting during matches is a concern for the younger group of people, especially kids if they're talking about what the odds are for games.

Sub-consciously educating kids about gambling. When TAB was the NRL partner of gambling they would state "bet responsibly" that isn't enough. I understand that it's his business and he wants to maximize the return on investment but there are morals and some sort of guideline needs to be implemented.

Or you'll start seeing kids using their parents credit cards for online betting so they can buy the latest Nike TN shoes.

We will end up in a situation where sports gambling is completely normalised, and kids will grow up knowing the odds better than they do the players.

Horse racing is a sport for betting. I hope the NRL never becomes just a betting commodity, and actually remains a sport for people to enjoy. But perhaps the horse has bolted already, so to speak.

Screw these betting agencies. In any bet the house will always win in the long run. Who cares what happens to the punters. The punters will be anyone who now watches NRL: Fathers, mothers, kids etc.

I'm pro sports gambling. I just find Tom Waterhouse's head annoying

And he does this fish like thing with his mouth when not talking. It's weird and gives me nightmares

Actually I noticed him the other day on Friday Night Footy. To be honest I didn't find him / it anywhere near as annoying and blatant as Glenn Munsie and Jaimie Rogers every ad break last year. That said the horse racing odds at end of Friday Night Footy was a little dodgy I thought.

I can see where they are coming from (re a conflict of interest almost), and it comes as no suprise it's under scrutiny, BUT it's the same as last year, it's just he is the face of the company and doing it himself (and honestly I find it more natural and good to see a business owner promoting himself).

One giant what the F however, is what the hell Karl Stafanovic is doing involved with Thursday night football. Seriously, he makes a joke out of everything he touches. Get rid of him!!

Making it less "blatant" is the whole idea - making it look less like an ad, and more like part of the game.

Still promoting gambling in a country like Australia where it's becoming a problem is not good for the community. Betting is always going to be part of sports, but seriously sticking our game onto it just devalues and degrades it, sending the completely wrong message to our youth, gambling addiction is almost as bad as drug addictions

I honestly never minded them talking about certain odds from the TAB at half time or before the game. But having Tom Waterhouse as a panel member is absolutely ridiculous and I just end up wanting to punch my television.

Odds during certain breaks weren't too bad, but having to hear that **** rashes voice constantly is f*cking putrid.
I just mute the game for the majority.. Only time it gets unmuted is to hear the refs calls or listen to the players argue with refs.

The only reason I would bet with Waterhouse is because I forgot to verify my ID with sportsbet in the first 90days and it's a mission trying to do that now. Other than that, he could suck me off with those gay little lips of his and I still wouldn't give him a cent.
