That's how the ref sets the 10, it has always been this way. She was bad, yes, but she didn't do anything wrong in this instance.She's literally in the defensive line being in the way of defenders. Another example of bad refereeing.
It's less about her being there when the line is set and more that the play moves left and then when they turn it back the other way she is still in the defensive line preventing players from sliding.
