The Tongans had already planned a three test series in England and won't be playing. The Cook Islands are playing but they are competing for the Pacific Bowl along with PNG and Fiji. The other three are playing in the Pacific Cup.

If they could find another three countries they could play for a plate and have the whole crockery set.
