A free agent draft not a rookie draft.
There would be nothing illegal about a “voluntary” free agent or rookie draft. As long as it wasn’t compulsory.

Incentives for both players & clubs would be needed.

There should be a Top 25 each team declares early January.

Leaving 5 x Draft picks for each club. If they wish.

Any player not in the 25 of any club can volunteer to enter the draft.

All players signed in a draft could be 50% Salary Cap exempted.

Allowing clubs to pay a bit more. This could help with the fact that players go into a draft. Knowing they might end up anywhere.

The NRL should make it every club only has a NRL side and a Reserve Grade side. 30 man squads for each. No team has under 15's, under 17's etc. Every year we have a draft like how the AFL does.
whole game needs a restructure, current ISP structure should be change to a jersey flegg style competition so pureists can still have their teams run around etc. But we 100% need a true reserve grade competition, every live NRL game you go to and or watch should have the exact same reserve sides facing each other.

They could make it under 23’s where say up to 5 overage players can play in a game.

Agree 100% about the true reserve grade comp
