Melbourne Storm 2007 easily. 16 out of the 17 players from that team played either Origin or for New Zealand.

Edit: Dug a little deeper and they also had Adam Blair and Antonio Kaufusi (Both internationals by then) out with injury and the debut of Sika Manu and Will Chambers. Crazy squad considering it contained 20 players who player high level rep football.

Edit2: Okay Dragons 2010 have the same 16/17 playing rep football. Though I'd argue the quality of those players were much less. Melbournes spine that game of Slater Inglis Cronk Smith is honestly unbelievable. Compare that to Boyd Soward Hornby young

The 2013 Roosters side was the greatest side in my humble unbiased opinion. The grand final was controversial but they were the most dominate side all season. Manly did give up an 18-8 lead in the GF. One pass was dubious but that’s about it.

The Storm didn’t win in 2007 or 2009. It’s like saying Ben Johnson held the world record for the 100m for his time in 1988. He ran 9.79 but it was erased from the record books.
No different to the Melbourne storm.
