Simple.

If they are your boss/supervisor, do what they tell you.

They they are not, tell them they are not your boss, and answer to the person that is.

Why do we need to complicate shit?

From personal experience I've found that it always comes down to the manager/boss. If the boss is weak then that raises the issue. If the boss or manager says "sort it out yourselves" then that creates the issue. And I've actually seen that a few times.
