From personal experience I've found that it always comes down to the manager/boss. If the boss is weak then that raises the issue. If the boss or manager says "sort it out yourselves" then that creates the issue. And I've actually seen that a few times.Simple.
If they are your boss/supervisor, do what they tell you.
They they are not, tell them they are not your boss, and answer to the person that is.
Why do we need to complicate shit?
