they got lucky because it was a FIFA mandate to have the 2014 world cup return to South America, so basically they only had to defeat drug infested, civil war Colombia to get it, but the way they put the bid together was like they had the divine right to host it, they had no stadium proposals etc and the way they mocked the colombians was interesting considering that Brazil also is a very violent place
