Sin Bin for Some- but Not others ?

Should the Papps hit on Chriton be a penalty try. It’s been on replay in my head for days. Please help.

Absolutely it should have been but with the so called "interpretations" changing every round, and the amount of fuck ups that go unnoticed every game I knew it wouldn't be

In Rugby Union, that’s a penalty try every day of the week. I feel there’s some interpretation of the rules Union gets right and League is off the pace (and vice versa) - but the penalty try scenarios, Union gets it right most of the time.

That was a good case for a PenaltyTry. I just want to make the point that the referee can either award a Pemalty Try or put the offender in the sin bin, but not both, from the one incident.
