The game exists because of the money from the broadcast deal. Cutting the season short by 8 weeks would slash the income the game receives dramatically.
I’m all for the 20 team concept. However the way the draw is conceived needs to be fairer. All teams should play each other once each with 19 rounds. NO Byes.
Pause the season for a month and play a full representative program.
Then return with 9 games against the teams you play twice. ( This should also be the same teams you play from round 1-9 in the same order)
Who plays each other twice should be determined by the competition table of the season before. All teams that finish Odds play twice. All teams that finish evens play each other twice.
36 weeks:
19 weeks - Regular Season
4 weeks - Representative football
9 weeks - Regular Season
4 weeks - Finals
Which would see the season start in late February and Finish on the October long weekend as it currently does.
With Perth, PNG(personally not a fan of this one) and another NZ Team. The revenue of the current broadcast deal should be blown out of the water.

I'm, not sure how playing Internationals at the same time as SOO would work? For example do Crichton, To'o, Tino, Leniu, Haas, Luai, Nanai, Hammer, Olakau'atu, Utoikamanu, Koloamatangi etc play SOO or for Tonga/Samoa?They can have internationals, it's not that hard
