What exactly is going to make it fail?
The NRL will provide $15m+ per season in the Annual Grant (same as the other teams). Which will be more than enough to run the team in PNG.
The Australian Government (that's really means you & me) will give them $6m a year for 10 years. Which will be more than enough to upgrade their grounds, centre of excellence etc etc to a level as good as any NRL team. Plus provide whatever level of security makes the team, players and opposition safe. The PNG Government has promised to match that.
They already have multiple sponsors/advertisers lining up to be involved.
There is no chance that they will run out of money, ever.
The tax incentives will attract a large number of fringe NRL and State Cup players, add that to the local players that will grow over time
It won't matter if they never win a single game, that's not relevant.
