Spending some of the Cap "improving pathways", like, say, stockpiling players for a couple of years outside of the NRL so that in year 3 they only get paid half of their proper contract value. In year 3 they can then field a $16m team and only spend $12m on their Cap.
How about a scholarship to the ESL, that would be "improving pathways" send a few players there and pay all of their contract, which is not on their Cap? Hey, St Helens have we got a deal for you, 3 x NSW Cup players for free that want NRL contracts, who we want to keep but we can't fit them in. You get them for 2 years, then they came back to us on a cheap contract and we will send you 3 more. Just another method of front loading contracts. Maybe we could send one of our coaches, physios, trainers with them to help with their development.
Using the NRL Cap on "pathways" is simply encouraging player stockpiling.
"Facilities" is that building another Centre of Excellence? When our new CoE is complete will have 2, how many more do we need?
The big issue, the RLPA would never let it happen, the EBA says 97.5% of the NRL Cap must be spent on NRL players. They don't want it spent on anything/anyone else.
