Manly Sea Eagles are a Sydney team. So are the Canterbury Bulldogs and the Parramatta Eels and the Penrith Panthers etc. All technically cities or local councils in their own right but still classed as Sydney teams.
Based in Redcliffe, the Dolphins split home matches between Suncorp Stadium and Kayo Stadium but have no geographical location in their name but everyone recognises them as a Brisbane team except Broncs fans and officials.
The original Redcliffe Dolphins have been part of Brisbane footy for 75 years or so and they stayed in Q Cup.

Due to Brisbane's urban sprawl, the only thing separating the Redcliffe peninsular people to Brisbane city proper is the Hornibrook (bridge and waterway) and everyone north of that area considers themselves from Brisbane when describing where they live. The Dolphins junior area also includes Brisbane City Council's northern suburbs so those folk are Brisbabe Dolphins as well lol.
Everyone who lives in Redcliffe also considers themselves to live "in Brisbane" they don't describe themselves as living in the city of Moreton Bay. Same as Penrith, Parramatta, Canterbury, Manly etc residents identify as Sydneysiders.
