For sure. Think it would need more than 2 or 3 clubs though. You would reckon there would be at least 6 or 7 clubs who would be keen if the money was there to back it. Look at the last decade, there has been a few clubs who might have fluked a winning season for whatever reason, but there have been way more clubs who have been perennially shit.

My plan would be to start a new comp in a small way outside the NRL with no fan fare, perhaps a few rule changes which are easy to think up and implement, ( the NRL is continually making rule changes itself).
Clubs can be manufactured, so no need for any current NRL clubs to break away in the short term. One of the problems with the NRL is that the marriage between the two groups was a marriage made in hell, and clubs have managed to position themselves the best they could.
A new and different comp would be a lot easier to run, it would not have the baggage that the NRL has inherited, and for that reason I'm sure it would be more appealing to many fans.
The Roosters have managed to gain the premium spot and they only care about themselves and virtually to hell with the others and in doing so they are doing a lot of harm to the game.
With networks always looking for sports content. (RL and most other sports would be dead and buried without TV money). I don't see the deed for a lot of money upfront.
My plan would be very different to the attempted SL takeover. the reason it cost Murdoch a lot of money was because he wanted to pick the eyes out of the ARL (and destroy it) then own the game all by himself.
