John Grant, not his place to represent NRL

What was John Grant doing showing his head at the Test match last night ahead of the NRL CEO Dave Smith?
I thought the Commissions job was to oversee NRL operations organised and represented by David Smith, not represent the NRL.
Can someone please clarify exactly what is the role of the Commission and does this make an NRL CEO obsolete?
