Whos the best ISP at the moment that can offer good up and download speeds. I currently don't have NBN in my area either.

I'm with Optus Cable at the moment, but I want to switch.

Any recommendations?

Optus Cable.

Honestly I've jumped around to a few different ones and Optus Cable is the best one I've had.

Telstra Cable if you can get it (you might be able to now since NBNCo technically own both cable networks).

I went from Telstra Cable at our old place to Telstra NBN (FTTH) at new address. Every other week we might get a 1-2 second near drop of connection, or like every 3 months it'll drop for a minute or 5... but apart from that it's been solid (and speeds are amazingly fast).

Telstra cable have pretty low latency times if you online game too.

If it's ADSL then iiNet always used to be good for me.

Telstra Cable I had just the regular bog standard plan and was often up around 35Mbit speeds.
Telstra NBN I am yet to see it drop below 90Mbit even in peak periods.
