From February 2013 article:

FORMER Great Britain halfback Bobbie Goulding has confirmed one of league's worst-kept secrets - that the Roosters paid players cash in brown paper bags. And he's gone a step further, claiming he received cash from legendary Roosters coach, the late Jack Gibson in 1991. "Jack used to meet me in a silver 4WD in Randwick and give me my wages in a brown paper bag," Goulding told Rugby League Week.

The irony is the Roosters still employed recruitment boss Peter O'Sullivan from 2007-2017, who was in the thick of the Melbourne Storm salary-cap scandal.

A few leaks in that article. He says that he paid him wages in paper bags, it doesn't specify a salary cap breach.

Secondly, how is Peter O'Sullivan in the thick of the Melbourne Storm salary cap breach if he was at the Roosters from 2007-2017 if the Storm breach occurred between 2007-2010? Was he working both clubs at the same time?

Sad to say but this highlights why the salary cap can't work. Even if the NRL decides what a player is worth under the cap, moniters the price clubs are paying under the cap and exclude TPA's, rich clubs with a means of pulling cash out to pay players under the table can always exploit things. I think most clubs are probably cheating the cap to an extent like this, but some take it to extreme levels.

Did they even have a limit on salaries back in 91 ? If not his story means jack shit

Is this hatred towards the roosters or is he broke and hopin for a tell all interview which gets him out of the deep

Would be good if more ex players come out and rolled over.

Fact of the matter is, this was too long ago
Everyone knows those Brisbane and raiders teams would of been that far over the cap it's not funny
I would say most of the better teams cheated the cap back then
Ya need a roosters player from last 8-9 years to roll over on the chooks!
Everyone knows their cheating the cap, and honestly makes the nrl look stupid and powerless

I know a ex player who said that Justin Hodges received the same treatment when he played at the Roosters..

Yep & in THE first salary cap scandal, the Raiders doubled the cap! I bet you don't hear that too often especially seeing they won the competition!

I wonder how they keep the players that leave on bad terms quiet if that is the case? like Carter for example.
Either $$$$$ or they have shit on the players and they threaten to release it to the NRL, media or police.

Money talks in the world period. If the NRL legitimately wanted a real competition stop using cap systems to bottleneck the rich teams just to keep the bankrupt ones afloat. Implement a transfer fee system if you want to keep weaker teams afloat.

They won't do that because teams like the Roosters who are powerful have no juniors & others like Penrith & Parramatta have a plethora of juniors.

The clubs hire escorts for the players and take photos of them together.

The players are threatened with the photos being released to the public via third party if they go public. Srs.

Also the player would look just as bad revealing they took payments via paperbag as they would surely know it is illegal.
