As I understand it the NRL pays each club up and above the Salary Cap as a grant each year.
If the NRL withheld the Salary Cap component from the grant and payed the players direct for the contract negotiated.
If this was combined with every official contract offer from other clubs, given to the NRL. They would see clearly if there were any anomalies in the deal being signed.
Would this make the Salary Cap more transparent?
At the very least the Players cannot plead ignorance, when someone is caught cheating.
Because the NRL is the only place payment should be coming from.
The Bulldogs Cap situation cannot be that bad. Their ability to pay money creativity is their downfall.
Even if they are paying players overs. There is no way when you look at other rosters, we can be so much worse.
