The problem is not with the NRL but with Foran. The club needs to tell him he won’t be allowed to play again - on medical grounds. His body is so shot is the duty of the club’s duty of care to him to not pick him to play NRL again.
That’s not within the power of the club, there is no medical evidence that says he can’t play again, if fact there’s proof positive in Slater that following this procedure he can absolutely make a full recovery.

Foran just flat out loves to play, loves to play the game since he was 6 years old, lives to get out of the field with his teammates and compete. He’s just not ready to retire, doesn’t want to retire and truly believes that he has many more years of playing in front of him.

Without the player’s agreement and without any medical advice supporting it the NRL would not allow medical retirement. Without that he’s still included in our Salary Cap which is the only thing that is relevant. It would make no difference if we didn’t pick him again, he can sit on the sideline all year, he’s still included in our Cap.

On the “duty of care” question, there is no medical evidence to suggest that we are risking his long term health by playing him. If there was even the slightest doubt I’m totally confident that we wouldn’t allow him to take the risk.

The fact is we might as well play him when he is fully recovered because I have no doubt whatsoever that we are a better team with him on the field. If you ask any players (and I have) they will say the same.

This is the first time this rule is applied in the competition.
I've got no issue with the salary cap excemption being capped at 350k as that's what the rule is.
That's not to say that we shouldn't be agitating the NRL to give us more as I'm sure every other club would.
Realistically, the cap excemption should be a % of the players contract reflective of games missed, with a minimum number of games required to be eligible.
E.g. Player is on 800k a year which is 33k per game. If the player is slated to miss 15 games a cap excemption of 495k is granted and the player can't return to the NRL before the 15th game played.
Moving forward, we need to use this to our benefit and try to get the right player who can improve us for 2020.

The Canterbury-Bankstown Bulldogs are set to officially receive the unwelcome news from the NRL next week that their salary cap relief for Kieran Foran’s serious shoulder injury will be just a fraction of the star pivot’s contract.
The Dogs will be told that under the current rule, which was implemented in 2018, the most a club can receive for any player who is ruled out for at least 12 matches after being injured on representative duty is $350,000.

That will be cold comfort for a club that is paying Foran around $1.2 million in the final year of his contract.
Foran dislocated his shoulder while playing Test football for New Zealand against Great Britain at Eden Park in early November after the NRL season had ended.

Foran told The Sydney Morning Herald he is targeting a return to action as early as round 15 against Souths or possibly the round 17 clash with the New Zealand Warriors after the bye.

“In my head I want to be back in the middle of the year,’’ Foran said. “If I can get back around that round-15 mark, it would be nice.

“That will be just over the six-month mark from the second surgery. It’s generally nine months to recover from rotator-cuff surgery.
“If you speak to most specialists, they’ll tell you nine months is a safe number. But speaking to various people about it, there have been blokes who have done it in six months in the past — I think there was even a case where a bloke came back in five months.’’

Foran has been spending a couple of hours in the gym every day having finally lost his sling last week, and he is now aiming to step up his rehab to another level.
“Hopefully I can actually start running in three weeks out on the paddock with the boys and get out of the gym,’’ he said.

“I’m the only one left in the rehab group. I won’t be stubborn about trying to get back. It’s about making a calculated decision, and I’m confident I can get back out there with the boys and contribute.’’

considering how low the number is, id throw it at wakeham.. upgrade him this year and forward load his contract for next if hes willing to sign for 2 year extension ..

We have some money under cap as is reportedly so add that to the 350k and there is about $650-700k for this year I’d rather buy a good player to contribute to building results this year. Front loading is a good idea but only if we can’t jag a good player for this year IMO.

I’d agree if there was a decent half to join us immediately. At this stage front loading Wakeham helps us secure him and we’ll have more to spend next season when more players are available

Does it have to be a half though? Foran is planning to come back late in the season and we have 3 guys with first grade experience? Plus a couple that could get a taste now whilst we are rebuilding. Front loading to me is usually when you have the opportunity to pay existing guys more now so you can go on a spending spree in the future which I don’t think the club is going to do?? Also I don’t see how it secures him not when he was reportedly already offered an extension we have money next year anyway. It’s the least attractive way to use the funds right now IMO.

the only decent players remaining this year to sign up, are still yet to be seen.. it will happen around June 30 when they are released on compassionate grounds.

I want Wakeham locked up because hes the closest thing to a natural half that weve seen at the club for over a decade.. he may turn out to be another dud, but he currently looks very promising and worth the gamble.

You have to understand that the NRL want Souths to succeed. They have been looked after time and time again. If Souths were not afforded the luxury of having Inglis’ and Burgess’ money to spend they’d be stuffed.
They are the pride of the league don’t forget.

Maybe I’m still half asleep (on holidays) but I don’t see how front loading secures him? If he gets his chance to start now and he’s doing well this year offer him a good deal for 21,22 when we have cap space. If I were to front load I’d rather do it for Jacko cause you know he’s probably on a good wicket and that makes sense. I think we still have the ability to lock Wakeham up as we have cap space next year... but if we could secure another good player for this year that helps us win games and in turn makes us more attractive for recruitment.

That was always going to be the decision so why take so long to make it?

Anyway, not as much $$s as we'd like but still $350k - and surely we've got another fer hundred thousand (at least) still available given our average squad. Wonder what we'll do with the money? Given there's no decent dummy half's or halves available, it could make a deal with Addo Carr possible. Why not get someone who's one of the top few players in his position?
Forget about Carr coming to the bulldogs....he will be off to the roosters

Here is a bit of background on this situation:

  • In the 2017 offseason, Josh Hodgson injured his knee (ACL) in an international fixture, leaving the Raiders without their marquee for half the following season.
  • The NRL decided to bring in a compensation package as a result of this. 1 reason is obvious as to why, but also - clubs are very reluctant to let players go (especially if they are just coming back from injury), so the NRL needed to introduce something to keep the flow of quality players in these such fixtures.
  • Now there is some conjecture (and in my opinion, stupidity) as to how they came to this figure. I personally think they saw the value of Hodgsons' contract (say 700k), saw he was out for half the season - and bang... came out with the 350k number. Whilst this may seem simple and stupid, it is also of similar form to how the NRL is run
Fast forward to now
  • Foran was originally listed as injured for the entire season. After originally listed as half the season, his first round of surgery found additional damage to his rotator calf, ergo, whole season.
  • Now he has been in the media stating you could potentially get back earlier (he's a competitor, we get it)
  • The NRL are now apparently stating we are not entitled to the full amount, which there have been some murmurs about since December.
  • Even if we were to get the full 350k, and let's just say Forans injury keeps him out for the entire season - due to the absolute ineptitude of the NRL, that leaves us about 600k short of salary exemption.
  • This is is no way similiar to the Rabbitohs situation (although it is clear they receive favourability), as there are no plans on Forans end to retire.
To put it simply - this situation could really turn clubs off future situations with representative football, and sending their best players. If the NRL do not get this right, it's just another nail in the coffin for this failed administration.

The system we have in place is really rubbish. The 350,000 isn't a useful thing given that it's difficult to lure a half here on a one year deal unless we can talk to a young English half. They actually have a system where you can arrange player loans which might be ideal in this situation. The NRL has no similar system.

But allowing 350k to replace a rep player is like giving a 4 cylinder car to replace a formula One vehicle. You'll get a replacement of some description. But it's not going to be on the same level in terms of quality.

In a fair system (which this isn't... But anyway) clubs have a small window to build / maintain a team that can jag a premiership...

How's it fair to the clubs, players, sponsors and fans if a key player gets injured for the majority of that window from a game where they're not even representing that club!

I know it's two different cases but I have know doubt that if it was South's in this position Knob Green turd would be on hands and knees getting them help.

Just like his letter for Inglis. Just like his private meeting with Burgess. The guy is a grade A ****.

What annoys me most is that the NRL are pushing more rep games onto the agenda as often as possible too. So in the past the rep games took place for a short period directly following the close of the season. Now it's pushing well into the off season when player fitness levels aren't ideal and injuries are both more likely and the rehabilitation period is vastly reduced.

So it generates more income for the NRL, but it can really mess with the chances of individual clubs to compete.

If altruism was the reason they were increasing the number of games for developing league nations it would be ok. But it's not. It's all about the profit.

I'd love to see every club protest against the restriction on compensation by denying players from the rep arena. Won't happen, but it needs to.
